The fixed price of 2G spectrum has been set at the 2001 level despite a quantum leap in the industry since that time. On the other hand, the auction mechanism chosen for 3G is likely to over-price 3G spectrum. The serious methodological flaws in the determination of the reserve price of the 3G auction result in overestimation by an order of 300%. Further, the low number of auction rounds makes the 3G auction akin to a single stage procedure where the absence of gradual value discovery through observation of competitors? bidding behaviour exacerbates the risk of the winner?s curse. We can, therefore, expect the per unit price of 3G spectrum to be dramatically higher than the per unit price of 2G spectrum charged by DoT and higher even than the true market value. Since both spectrums are being used for providing the same service, the valuation of companies holding 2G spectrum will rise significantly based on the value of 3G spectrum… On the other hand, the auction mechanism chosen for 3G is likely to over-price 3G spectrum.
